Job Description
The client is seeking experienced Senior Project Managers to assist in the management of its PMO practices and the management of DOE strategic initiative. The practice management role entails key responsibilities for definition of business cases, proposed solution and preliminary risk assessments to determine if a project should be even considered for authorization. Additionally, the practice focused project manager will support the PMO in process definition and corresponding tools/templates enablement. The strategic initiative delivery role entails responsibilities for planning, organizing, developing and implementing of medium to large scale technology software projects. Additionally, the delivery focused project manager will work with business owners to define project scope and project requirements, and will oversee and prioritize the delivery and implementation of technology solutions.

Responsibilities
- Directs and oversees the Project Management Life Cycle (PMLC) which encompasses the planning, organizing and managing of resources to bring about the successful completion of specific projects goals and objectives. This includes developing detailed project plans, establishing milestones and defining the resources required.
- Partners with Technical Leads to direct and oversee the Software Development Life Cycle (SDLC) which encompasses establishing a logical process in developing information systems, requirements and authentication which will result in the production of a highly qualified system that meets or exceed expectations within time and cost estimates, and works effectively and efficiently in the current and planned Information Technology infrastructure.
- Evaluates the scope and complexity of projects and programs, and implements the necessary resources to ensure adherence to policies and procedures. This includes preparing detailed project plans, allocating staff and establishing budget requirements.
- Develops and monitors schedules to ensure that projects are completed within established deadlines.
- Leads status meetings, Tracks and maintains detailed issues and risks lists, and prepares appropriate project meeting minutes and status reports. Meets regularly with other related areas to ensure that integration issues are identified and resolved. 
- Identifies project risks and mitigation strategies, and communicates status and risk issues to stakeholders.
- Assist PMO with Methodology deployment and Process reengineering and evaluation efforts
- Interfaces with all levels of business and technical management staff and project teams to facilitate problem resolution and the resolution of competing priorities.
- Monitors and manages team progress to ensure that project objectives are met.
- Conducts scoping sessions and assists in the creation of work and proposal statements. This may include providing technical approaches, tasks, deliverables, work estimate, assumptions, dependencies, etc.

Mandatory Skills:
The successful candidate must have minimally achieved the following level of experience:
- PMP or PMI-ACP Certification
- Experience utilizing both Waterfall and Agile/Iterative methodologies including: SCRUM or DSDM
- Minimum 8+ years of experience in executing medium to large scaled technology programs comprised of sub-projects and distinct deliverables. At least 2 recent projects should have involved teams of 5 or more resources
- Must possess strong interpersonal, communication and leadership skills, motivation, decisiveness, flexibility and sound business judgment.
- Must be able to communicate clearly and persuasively, both verbally and written.
- Background in business management, management processes and customers’ needs.
